You are billed per instance-hour. One unit equals one running EC2 instance of the size you launch, charged for each hour or partial hour it runs. Each separate instance you start meters its own hours. The rate reflects the instance type you select, not the number of database connections or users.
Am I charged when the instance is stopped or powered off, for example a standby server?
The hourly software charge applies only while an instance runs. A stopped or powered-off instance does not accrue software charges. You only pay for the time an instance actually runs. Underlying AWS storage for the stopped instance may still incur separate AWS fees.
Is there any long-term commitment, or can I subscribe only for the time I need?
There is no long-term commitment. You subscribe only for the time you run the image, and charges stop when the instance is not running. This suits variable or short-term workloads, since you switch instance types or stop instances without a fixed contract term.
