Government agencies today face growing expectations to deliver efficient, data-driven services on par with the private sector. Yet they operate in complex environments shaped by fragmented legacy systems, evolving mandates, limited capacity, and overworked staff. Although digital transformation initiatives in the public sector have historically been complex and resource-intensive, agencies are now seeking modern approaches that can deliver measurable value and sustainable results.

Common data challenges in the public sector

Government organizations face several recurring obstacles that slow progress, reduce productivity, and increase operational costs.

Manual, repetitive processes require employees to spend significant time entering data, moving files, or managing spreadsheets. Amorphic automates these tasks using services such as AWS Lambda, AWS Step Functions, and Amazon Bedrock. This reduces the burden and increases staff capacity.

Data spread across multiple applications and departments in legacy systems that can’t adapt or interoperate slows decision-making. Amorphic uses Amazon Simple Storage Service (Amazon S3), AWS Glue, and AWS Lake Formation to unify and organize data into a central, secure repository with standardized governance.

Unstructured, ungoverned, or untagged data blocks progress toward analytics and AI. Amorphic applies metadata tagging and cataloging through AWS Glue Data Catalog. It also supports validation pipelines that clean, transform, and prepare data for use in analytics and machine learning (ML).

Meeting complex compliance and security requirements such as Health Insurance Portability and Accountability Act (HIPAA) or SOC 2 Type II is difficult without centralized control. Amorphic simplifies compliance using AWS Identity and Access Management (IAM), encryption with AWS Key Management Service (AWS KMS), access logging through AWS CloudTrail, and ongoing monitoring with AWS Security Hub.

Introducing the Amorphic data platform

Amorphic is a secure, fully managed platform built for government agencies and large enterprises. It supports the complete data lifecycle using AWS services. With Amorphic, agencies can ingest data, catalog and govern it, run real-time analytics, and deploy AI capabilities without managing or integrating over 80 AWS services necessary to manage the modern data workflow on AWS.

Amorphic provides a prescriptive, best-practice architecture developed by data and public sector domain experts. It classifies, catalogs, and validates data quality automatically—giving agencies the benefit of decades of public sector data experience, out of the box.

The Amorphic solution integrates core AWS services for data storage, data integration, analytics, AI/ML capabilities, security services, and networking components to deliver a secure, scalable, and fully managed data platform. The following diagram illustrates the solution architecture.

The solution is deployed through infrastructure as code (IaC) using AWS CloudFormation templates, allowing for quick deployments. Amorphic is deployed entirely within each agency’s AWS account, which means customers can keep data under their control and avoid vendor lock-in or opaque, black-box architectures.

  • Accelerate data availability and reduce manual integration with automated data ingestion pipelines and SDK support for connecting external systems.
  • Establish a trusted single source of truth using a unified data lake and lakehouse architecture built on Amazon S3, Amazon Redshift, and AWS Lake Formation.
  • Enhance discoverability and governance through centralized metadata cataloging with automated tagging, lineage tracking, and search.
  • Protect sensitive data and enforce least-privilege access with role-based and attribute-based access control (RBAC/ABAC) integrated with IAM.

A new approach to ingestion and governance

Traditional extract, transform, and load (ETL) pipelines are often rigid and limited in their support for real-time and governed data operations. Amorphic takes a metadata-first approach to data management, separating ingestion from transformation while maintaining compliance and observability. This offers agencies a more flexible and sustainable approach to managing data as needs evolve.

This approach is built on AWS Glue, Amazon Kinesis, and event-driven orchestration. Agencies benefit from traceable ingestion, audit-ready logging, and curated datasets that are ready for secure analytics and AI.

We refer to this model as Amorphic’s SAGE process: search, align, govern, enrich. It emphasizes alignment with internal policies, transparency in transformation, and quality enrichment for analytics and AI use.

Organizing the data lake with refined zones

Amorphic expands on standard data lake concepts by establishing structured zones. These include raw, refined, and curated layers—helping teams track the state of each dataset and improving discoverability, usability, and governance. This layered structure aligns with the popular medallion model in which layers are commonly referred to as bronze (raw), silver (refined), and gold (curated) tiers.

AWS services such as Amazon S3, AWS Glue, and Amazon Redshift are used to power this zoned architecture. The following diagram illustrates the multilayered data refinement zones: Raw (Bronze) for initial data ingestion, Refined (Silver) for standardized and validated data, and Curated (Gold) for analytics-ready datasets.

Security and compliance

Security is built into every layer of Amorphic. The platform is deployed inside customer-owned AWS accounts and doesn’t transmit or process data externally. Amorphic is designed to help agencies deploy securely and in alignment with leading compliance regimes from day one—including HIPAA, SOC 2 Type II, Criminal Justice Information Services (CJIS), National Institute of Standards and Technology (NIST) 800-53, and IRS 1075.

With the launch of Amorphic v3.1, Cloudwick introduced TRACE (Trusted Regulatory Audit and Compliance Engine), a powerful new feature designed to give agencies real-time visibility into their security and compliance posture. Built on AWS Security Hub, TRACE aggregates findings from services such as Amazon GuardDuty, AWS Config, and AWS IAM Access Analyzer while extending observability across the Amorphic platform itself. It surfaces platform usage trends, enforces governance through tag-based access control, and provides audit-ready reporting aligned with standards such as NIST 800-53, Payment Card Industry Data Security Standard (PCI DSS), and Center for Internet Security (CIS) Benchmarks. For public sector teams managing regulated data, TRACE brings a new level of transparency, accountability, and confidence to cloud operations.

Key protections include:

  • IAM based access control with support for multi-factor authentication
  • Encryption at rest and in transit using AWS KMS
  • Full activity logging through AWS CloudTrail
  • Automated tagging and role-based visibility
  • Compliance with HIPAA, SOC 2 Type II, and CJIS standards

These controls allow secure access, usage transparency, and long-term audit readiness.

AI and analytics for all users

Amorphic integrates with Amazon QuickSight to enable real-time dashboards, performance reports, and natural language queries. Amazon QuickSight enables generative BI capabilities powered by Amazon Q.

For advanced use cases, Amorphic supports Amazon Bedrock, Amazon SageMaker, and open source foundation models (FMs). This enables AI-based assistants and workflows while keeping data securely inside each agency’s AWS environment. Amorphic also integrates with popular tools such as Tableau, Power BI, Statistical Analysis System (SAS), and R—so teams can access governed data while continuing to use familiar applications. Additionally, data scientists can run RStudio within Amorphic, which uses Amazon SageMaker Studio, to perform advanced statistical analysis and modeling directly in their AWS environment.
