What drives which license level I need — user count or number of locations?
The subscription scales to your app user count. You can draw geofences of any shape and import one store or 500 by CSV within a license. Your audience size determines the license level, while locations and campaigns fit within it.
What happens if my app user base grows beyond my current license level?
Since each license is sized to your number of app users, growing past your tier's audience range means moving to a level that fits your larger user base. For the exact user thresholds that define each level, contact the vendor.
