This contract-based product bills by your number of Teams users per year. Six tiers cover different user-count ranges: A (1 to 500), B (501 to 2,500), C (2,501 to 5,000), D (5,001 to 10,000), E (10,001 to 20,000), and F (20,001 to 40,000). You buy in blocks of 500 users, so quantity must be set in 500-user increments. You pick the tier that matches your total user count. The per-user rate changes across tiers, with higher user volumes billed at a lower per-user cost.

What counts as one user for billing?
Billing counts your active Teams users over the last 30 days. Each active user is counted once. You buy in blocks of 500 users, so you round your total up to the nearest 500-user increment when setting quantity.
If my user count grows past a tier's range, how does my cost change?
You move to the tier that matches your total user count. The per-user rate applies across your whole user base at that tier, not just the added users. Higher user volumes are billed at a lower per-user rate under this blended model.
Does my user count drive the whole bill, or are there separate charges?
Your active user count over the last 30 days drives the bill. There is one metric across all six tiers. Billing starts from 500 users, so counts below that still bill at the 500-user block minimum.
