Requirements and Limitations
No Desktop Experience: Server Core does not include a graphical user interface. All management is performed remotely via PowerShell, command line, RSAT, or Windows Admin Center.

Am I charged when my instance is stopped or powered off?
The software charge meters running time by the hour. When an instance is fully stopped, hourly software charges stop accruing. Underlying AWS storage fees for the attached disk may still apply while the instance is stopped. Software billing resumes when you start the instance again.
Does the software itself differ between the small and large instance options?
No. You run the same Windows Server 2022 Core Minimal image on every instance option. There is no minimal versus full edition split across dimensions. Your hourly rate changes only with the instance size and family you pick, not the software features included.
