Am I charged the hourly software rate when my instance is stopped?
The software rate meters running instance-hours only. A fully stopped instance does not accrue the hourly software charge. Stopped instances may still incur separate AWS storage fees for attached volumes. Those AWS infrastructure charges are billed by AWS, not included in this listing's rate.
Does the hourly price cover the AWS compute cost too, or just the software?
The hourly rate shown covers the hardened software image only. You pay AWS EC2 infrastructure charges separately for the underlying instance. Your total cost is the software rate plus the AWS instance cost for the same running hours.
