Turn incomplete workforce signals into calibrated skill proficiency profiles, with inferred skills, per-skill confidence, and full reasoning behind every score.
Turn Incomplete Workforce Signals Into Calibrated Skill Proficiency Profiles
The OpenKnowra Skill Proficiency Analysis API closes the gap between what employees declare and what they actually know. Most skill data is wrong the moment it is entered: employees self-report a fraction of their capabilities, resumes miss skills used daily, and certifications go stale. This API combines what is explicitly known about a person with what can be reliably inferred from a 14.5M+ skill adjacency graph built on 18 years of enterprise workforce intelligence.
How It Works
Submit any mix of four signal types - resume and work history, certifications, project history, and training activity - and receive a proficiency profile spanning both explicit and inferred skills. Rather than matching keywords, the API reasons each score across five dimensions:
Skill relationships and co-occurrence patterns
Industry and domain context
Experience context
Evidence strength and recency
Corroboration across multiple signals
Every skill is returned at one of four calibrated levels - Expert, Advanced, Proficient, or Beginner - applied consistently across every person and team.
Surface the Skills Hiding in Your Workforce
The skills your people actually have rarely match what your systems record. This API is powered by OpenKnowra, Spire.AI's context intelligence platform, and its knowledge graph of 14.5M+ skill relationships built on 18 years of enterprise workforce data. Rather than guessing, it reasons over that graph to surface the additional skills a person is likely to hold based on the ones already evidenced, each with a confidence score you can threshold on. The result is a complete profile instead of a partial one, with every skill traceable back to why it was included. Each profile returns:
Explicitly confirmed skills with their signal source
Inferred skills with confidence scores
An overall composite tier
Signal-freshness indicators and a completeness score
Full reasoning behind every score for auditability
Security and Compliance
Skill and workforce data is sensitive, and this API is built to enterprise security and privacy standards. Spire.AI is SOC 2 Type II and ISO 27001 certified, and the service applies field-level access controls with data handling aligned to GDPR and CCPA. Every proficiency score is fully traceable to its source signals, giving you an auditable record for compliance reviews and regulatory reporting. Attestation reports and certificates are available on request for prospective customers under confidentiality.
Who Uses This
Workforce planning teams build a real skill-supply map before making demand-supply, reskilling, and hiring decisions
Talent acquisition scores internal candidates against open roles on calibrated proficiency rather than keywords
Learning and development targets training where skill gaps are confirmed, not assumed

Highlights
Calibrated proficiency, not keyword matching. Powered by the OpenKnowra context intelligence platform, every skill is scored from contextual evidence and returned with the reasoning behind it, explainable to managers and leaders. You get a standardized, explainable proficiency layer in place of self-declared skills and static resumes.
One standard for every skill and every person. Each skill maps to the same four tiers, Expert, Advanced, Proficient, and Beginner, so people across teams and regions are directly comparable. Each profile synthesizes multiple signals, certifications, project history, recency, adjacency, and context, into one reliable proficiency output.
Enterprise-grade security, privacy, and auditability. Spire.AI is SOC 2 Type II and ISO 27001 certified, with field-level access controls and data handling aligned to GDPR and CCPA. Every proficiency score is fully traceable to its source signals, giving you an explainable, auditable record for compliance reviews and regulatory reporting.

You pay based on usage, with one billing dimension. Charges apply per megabyte (MB) of input payload you submit, measured uncompressed, for each successful API call. The system rounds each call up to the next full MB. There are no seat licenses or fixed commitments. Your cost scales directly with the volume of professional documents you send for skill proficiency analysis. Larger payloads and more frequent calls raise your total spend, while lighter usage keeps it lower. This structure fits variable workloads where document analysis volume changes over time.
Top-of-mind questions for buyers
What counts as one megabyte of input payload for billing?
Billing measures the uncompressed size of the professional document or content you submit in each API call. The system counts the raw input payload, not the analysis output. Each call rounds up to the next full MB, so a call under 1 MB still bills as 1 MB.
Am I charged for API calls that fail or return errors?
Charges apply only to successful API calls. Each successful call bills per MB of input payload, rounded up to the next MB. Calls that do not complete successfully do not accrue payload charges under this dimension.
How does my cost change if I send larger documents versus more calls?
Both raise your bill, but through the same single metric: input payload volume in MB. A larger document uses more MB per call. More calls add more billed MB overall. Each call rounds up separately, so many small calls can cost more than one combined submission.

Vendor refund policy
Completed API calls are non-refundable as compute resources are consumed upon execution. Failed calls due to server-side errors (HTTP 5xx) are not billed.
