General

1. What is Amazon Web Services Malaysia Sdn. Bhd. (AWS Malaysia)?
On October 1, 2022, Amazon Web Services Malaysia Sdn. Bhd. (Registration No. 201501028710 (1154031-W)) replaced Amazon Web Services, Inc. (AWS, Inc.) as a reseller of AWS cloud services for accounts located in Malaysia. AWS Malaysia will apply local Service Tax and issue invoices in local currency (ringgit, MYR) for services it sells. AWS Marketplace and some communications-related services continue to be sold and invoiced by AWS, Inc.

2. What is a seller of record (SOR) and why is it important?
A seller of record (SOR) is a local business entity established within a jurisdiction (country) to resell AWS services. At AWS, being able to support our customers and partners effectively is important to us. To that end, we regularly review our business structures to verify that we are able to serve our customers best. The local SOR is subject to local laws and regulations. The new SOR becomes the contracting party with local customers, so customers can be billed by and remit payment to a local business entity in local currency.

3. When is AWS Malaysia launching?
AWS Malaysia is planned to launch on October 1, 2022.

4. Which AWS accounts are affected by the AWS Malaysia launch?
After launch, AWS Malaysia will be the contracting party for all customer accounts (regular, payer, or linked) located within Malaysia. Learn more about how AWS determines the location of your account. AWS Malaysia will issue invoices for accounts located inside Malaysia and payment must be remitted to AWS Malaysia in the payment currency. Payer accounts with linked accounts in Malaysia will receive invoices from AWS Malaysia, regardless of the payer account location.

Customers can turn on Tax Inheritance in the Billing Console Tax Settings page to share the payer account's tax registration information with ALL linked accounts in the same family. Payer accounts with a valid tax registration using the Tax Inheritance feature will have the location for ALL linked accounts determined by the payer account. If any member account must belong to a different jurisdiction, the Tax Inheritance feature should NOT be used. More information on turning on Tax Inheritance can be found here.

5. How does AWS determine the tax address and country for AWS accounts?
At the moment of invoicing, AWS determines each account’s country. The country determines the account’s AWS seller of record and applicable taxes. Each account’s tax address on the Tax Settings page displays the account’s country. After launch, AWS Malaysia will be the contracting party for all customer accounts (regular, payer, or linked) located within Malaysia as determined in this basic hierarchical order:

1. Use the tax registration address if the customer has a valid tax registration.
2. Use the billing address if it's in the same country as the contact address.
3. Use the billing address if it's in the same country as the default credit card on file.
4. Use the contact address if it's in the same country as the default credit card on file.
5. Use the billing address if the customer has one.
6. Use the contact address.

Customers can turn on Tax Inheritance in the Billing Console Tax Settings to share the payer account's tax registration information with ALL the linked accounts in the same family. Payer accounts with a valid tax registration using the Tax Inheritance feature will have the location for ALL linked accounts determined by the payer account. If any member accounts must belong to a different jurisdiction, the Tax Inheritance feature should NOT be used. Learn more about turning on Tax Inheritance.

6. How do I update my tax address?
All customers should check that your contact and billing addresses are up to date for all your accounts in your Account Settings and Payment Methods.
Business customers should check that your tax information is correct on the Tax Settings page for all your accounts. If applicable, use payer account Tax Inheritance to apply payer information to linked accounts. Learn more about turning on Tax Inheritance.

7. I’m being billed by AWS Malaysia, is this correct?
After launch, AWS Malaysia will be the contracting party for all customer accounts (regular, payer, or linked) located within Malaysia. Learn more about how AWS determines the location of your account. AWS Malaysia will issue invoices for accounts located in Malaysia and payment must be remitted to AWS Malaysia in the payment currency on the invoice. Payer accounts with linked accounts in Malaysia will receive invoices from AWS Malaysia, regardless of the payer account location. Customers should check that the contact and billing addresses are up to date for all accounts in the Account Settings and Payment Methods. Business customers should check that your tax information is correct on the Tax Settings page for all your accounts. 8. How can I request features or recommend changes to the invoicing experience?
AWS is always interested in receiving customer feedback that is or is not related to the AWS Malaysia launch.

9. What customer email address is used for AWS Malaysia launch communications?
Customers are sent launch announcement emails to the account root user and alternate billing email addresses located in the Account Settings page. 10. What customer email address is used for invoice delivery?
Pay-by-Invoice (net-terms) customers have invoices sent to the invoice contact email address located on the Payment Methods page. Customers who do not have an invoice contact email address (credit card customers) have invoices delivered to the alternate billing email address. If the billing email address is not available, invoices are delivered to the account root user email address. Both the account root user and alternate billing email addresses are located in the Account Settings page.

11. When will I receive my first AWS Malaysia invoice?
On the AWS Malaysia launch date, all out-of-cycle bills for one-time purchases like Reserved Instances, Domain Names, or Savings Plans will be invoiced by AWS Malaysia at the time of purchase. Regular monthly usage of other services used after the launch date will be invoiced by AWS Malaysia on the third day of the following month. After AWS Malaysia is launched, it becomes the reseller of AWS Cloud services and invoice issuer for services rendered to AWS accounts located in Malaysia.

12. What happens when a payer account is located outside Malaysia and a linked account is inside Malaysia?
After launch, each payer account located outside Malaysia will receive invoices from AWS Malaysia for all associated linked accounts located in Malaysia. All out-of-cycle bills for one-time purchases like Reserved Instances, Domain Names, or Savings Plans for linked accounts will be invoiced by AWS Malaysia at the time of purchase. Each payer account will receive a single monthly anniversary invoice from AWS Malaysia for all associated linked accounts located in Malaysia.

13. Will AWS Malaysia use the tax address on the Tax Settings page to determine the location of my account?
If a valid tax registration number (also known as a TRN, VAT number, VAT ID, SST number) was provided, the tax address is determined by the Tax Settings page. If customers do not have a TRN, did not provide a valid TRN, or AWS does not collect TRN information in a particular country, AWS does not use tax settings to determine the country. In cases where TRN information is not available, AWS uses the billing and contact address to determine the country. Learn more about how AWS determines the location of your account. In Malaysia, only resellers of AWS services should provide TRN information on the Tax Settings page.

14. Why is AWS launching a seller of record (SOR) in Malaysia?
A seller of record (SOR) is a local business entity established within a jurisdiction (country) to resell AWS services. At AWS, being able to support our customers effectively is important to us. To that end, we regularly review our business structures to verify that we are able to serve our customers best. AWS Malaysia is subject to local laws and regulations. We are launching AWS Malaysia so customers based in Malaysia can purchase AWS services from a local business entity. Customers can also pay in Malaysian ringgit (MYR) using Visa, Mastercard, and local bank transfer methods. AWS Malaysia will support American Express card as a payment option on November 1, 2022.. A local SOR will simplify and support the growing adoption of cloud computing across the region.

15. What language will invoices and correspondence be issued in?
AWS Malaysia will continue to provide invoices and correspondence in English.

16. What will change when my contracting party changes to AWS Malaysia?
The AWS Customer Agreement and all other agreements governing the use of AWS services will be updated to replace AWS, Inc. with AWS Malaysia. AWS Malaysia is the AWS contracting party for accounts located in Malaysia. Your continued use of AWS services after the launch constitutes acceptance of the new agreement with AWS Malaysia. Credit card customers can pay with Visa or MasterCard. AWS Malaysia will support American Express card as a payment option on November 1, 2022. Pay by invoice (net terms) customers can pay to a local bank using wire transfer (international payers) or locally supported bank transfer protocols RENTAS and ACH/Interbank GIRO. Pricing for AWS services will remain in US dollars (USD). AWS Malaysia invoices will be issued in Malaysian ringgit (MYR). AWS Malaysia will only accept MYR as payment currency.

Communications-related services (Amazon Pinpoint, Amazon SNS, AWS Elemental MediaConnect, AWS Ground Station, Amazon Connect Telephony) and Amazon Chime features (Business Calling, Dial In, and Call Me) will continue to be invoiced by AWS, Inc. AWS purchases will continue to be invoiced by AWS, Inc. If you selected payment currency preference in the Accounts page before the AWS Malaysia launch, this will continue to be used for invoices from AWS, Inc. If no currency preference was selected, USD will be used as the payment currency for invoices from AWS, Inc. No payment currency preference may be set for any account based in Malaysia after the AWS Malaysia launch. All AWS services will continue to be available throughout this transition. Your content, configurations, access rights, and security settings will remain the same.

20. Who will be billed by AWS Malaysia after launch?
Customers who have regular, payer, or linked accounts located in Malaysia will be billed by and receive invoices from AWS Malaysia.

21. How can customers prepare for the AWS Malaysia launch?
- Check that contact and billing addresses are up to date for all your accounts in the Account Settings and Payment Methods console pages.
- Business customers should check that their tax information is correct on the Tax Settings page for all accounts. If applicable, use payer account Tax Inheritance to apply payer information to linked accounts.
- Credit card customers should use Visa or MasterCard as the default card type in the Payment Methods page to avoid service interruption. AWS Malaysia will support American Express card as a payment option on November 1, 2022.

- To ensure appropriate taxation, resellers of AWS services should consider registering for all applicable Service Type Codes and Taxable Service categories as used by AWS Malaysia with the Royal Malaysian Customs Department (RMCD). Resellers of AWS services must provide Sales and Service Tax (SST) registration information on the Tax Settings page after AWS Malaysia launch.

No, there will be no change in the services, and you can continue using the same services you use today. Your account number, content, configurations, access rights, and security settings will remain the same.

23. What happens to AWS Training and AWS Professional Services?
Customers who purchase ProServe and Training services will continue to be invoiced by AWS Malaysia, however remittance details will change. Malaysia customers (each regular or payer account) that purchase cloud and Proserve/Training services will receive two invoices from AWS Malaysia; one for Proserve/Training services and one for cloud services.

Offerings

24. What happens to AWS Marketplace services after AWS Malaysia launch?
There are no changes to the products and services purchased through the AWS Marketplace. These offerings will continue to be invoiced by AWS, Inc. in the preferred currency selected on the Payment Methods page before AWS Malaysia launch. If no currency preference was selected, it will be invoiced in US dollars (USD). Accounts located in Malaysia will not be able to select a preferred currency for AWS Inc. invoices after AWS Malaysia has launched.

Customers must maintain systems and processes to pay invoices from AWS, Inc. for all AWS Marketplace purchases. If customers also receive an invoice from AWS Malaysia for cloud service purchases made during the same billing period, they must make two payments: one to AWS, Inc. for your AWS Marketplace purchases and one to AWS Malaysia for cloud services.

25. What happens with existing Reserved Instance and Savings Plans after AWS Malaysia launch?
Existing balances related to purchases of Reserved Instances and Savings Plans will not be moved to AWS Malaysia. All prepaid Reserved Instances or Savings Plan balances may only be used for services purchased by AWS, Inc. New Reserved Instances and Savings Plans yet to be invoiced, will be invoiced by AWS Malaysia after launch.

26. What happens to customer engagement and communications-related services (Chime/Connect/SNS) after AWS Malaysia launch?
Communications-related services (Amazon Pinpoint, Amazon SNS, AWS Elemental MediaConnect, AWS Ground Station, Amazon Connect Telephony) and Amazon Chime features (Business Calling, Dial In, and Call Me)  will continue to be invoiced by AWS, Inc. These offerings will continue to be invoiced in the preferred currency selected on the Payment Methods page before AWS Malaysia launch. If no currency preference was selected, it will be invoiced in US dollars (USD). Accounts located in Malaysia will not be able to select a preferred currency for AWS Inc. invoices after AWS Malaysia has launched.

Pricing, billing, and metering will remain in US dollars (USD). Invoices will be converted to Malaysian ringgit (MYR) only after the bills are computed.

28. How will AWS Enterprise Support be impacted by the AWS Malaysia launch?
Similar to other AWS services, AWS Enterprise Support is priced in USD and will be invoiced by AWS Malaysia in Malaysian ringgit (MYR) only.

Billing and Payment

29. What invoicing documents should customers expect after AWS Malaysia launch?
After launch, AWS Malaysia will be the contracting party for all customer accounts (regular, payer, or linked) located within Malaysia. Learn more about how AWS determines the location of your account. AWS Malaysia will issue invoices that include tax for accounts located inside Malaysia.

- Each payer account located outside Malaysia will receive invoices from AWS Malaysia for all associated linked accounts located in Malaysia. All out-of-cycle bills for one-time purchases like Reserved Instances, Domain Names, or Savings Plans for linked accounts will be invoiced by AWS Malaysia at the time of purchase.
- Each regular or payer account will receive a single monthly anniversary invoice from AWS Malaysia for services provided by AWS Malaysia.
- Customers who purchase AWS Professional Services (“ProServe”) and training will continue to be invoiced by AWS Malaysia using a separate invoicing system than cloud services. Therefore, Malaysia customers who purchase both cloud and Proserve/training services will receive two invoices from AWS Malaysia; one for Proserve/training and one for cloud services.
-  Communications-related services (Amazon Pinpoint, Amazon SNS, AWS Elemental MediaConnect, AWS Ground Station, Amazon Connect Telephony) and Amazon Chime features (Business Calling, Dial In, and Call Me) will continue to be invoiced by AWS, Inc. 30. What payment currencies are supported by the AWS Malaysia?
AWS Malaysia will only accept Malaysian ringgit (MYR) for payment. All invoices will be issued in MYR.

31. What payment methods are supported by AWS Malaysia?
AWS Malaysia will support Pay-by-Invoice (net-terms) and credit card (net-zero). Credit card customers can pay using Visa or MasterCard. Pay-by-Invoice customers can pay using one of three bank transfer methods (wire, RENTAS, and ACH/Interbank GIRO) to a Malaysia bank account. AWS Malaysia will support American Express card as a payment option on November 1, 2022.

Pay by invoice (net terms) customers can pay to a local bank account using wire transfer (international payers) or locally supported bank transfer protocols RENTAS and ACH/Interbank GIRO. Customers should use new remittance information for invoices issued by AWS Malaysia. Customers with a vendor management system should add AWS Malaysia as a new vendor with this vendor information.

34. My invoice or AWS seller is incorrect. How do I get updated documents?
AWS determines the country, seller, and taxes for each account at the moment of invoicing. You can check the tax addresses on the Tax Settings page for your account. If you corrected the tax address and corresponding AWS seller, contact AWS Support to credit and re-issue your affected invoices.

35. Will the experience change for AWS Cost Explorer after the AWS Malaysia launch?
The Billing Console dashboard and Bills page will be displayed in Malaysian ringgit (MYR). Other products in Cost Management (such as AWS Cost Explorer, Budgets, AWS Cost and Usage Report) will only be displayed in US dollars (USD).

36. What happens with my preferred currency settings after the launch?
The default payment currency for AWS Malaysia invoices is Malaysian ringgit (MYR). No other payment currency may be used or selected for any account based in Malaysia after the AWS Malaysia launch. If a payment currency preference was selected in the Accounts page before the AWS Malaysia launch, this will continue to be used for invoices from AWS, Inc. If no currency preference was selected, US dollars (USD) will be used as the default payment currency for invoices from AWS, Inc.

37. What will happen with credit memos issued in AWS Inc. after AWS Malaysia launch? Is it possible to regenerate the credit memo to be used in AWS Malaysia?
The credit and rebill process is done using the original seller of record (SOR). If the original invoice was issued by AWS, Inc. (AWSI), the credit memo and the replacement invoice will be issued by AWSI, regardless of when the new SOR is launched.

38. What will happen with the refund for Reserved Instance and Savings Plans purchased in AWS Inc. but cancelled after AWS Malaysia launches?
The refund process is done using the original seller of record (SOR). If the original invoice for purchases was issued by AWS, Inc. (AWSI), the refund will be issued by AWSI, regardless of when the new SOR is launched.

39. How will purchase orders (POs) be affected after the AWS Malaysia SOR launch?

AWS Malaysia will accept Visa and Mastercard. Visa or Mastercard cobranded debit cards are also permitted when using the credit functionality. Credit card customers should use Visa or MasterCard as your default card type in the Payment Methods page to avoid service interruption. AWS Malaysia will support American Express card as a payment option on November 1, 2022.

44. If a preferred currency is selected before the AWS Malaysia launch, what is the invoice currency?
The default payment currency for AWS Malaysia invoices is Malaysian ringgit (MYR). No other payment currency may be used or selected for any account based in Malaysia after the AWS Malaysia launch. If a payment currency preference was selected in the Accounts page before the AWS Malaysia launch, this will continue to be used for invoices from AWS, Inc. 45. Do customers need to sign a new agreement with AWS Malaysia?
Your continued use of AWS services after the launch constitutes acceptance of the new agreement with AWS Malaysia. You will not need to re-sign any existing agreements.

The default payment currency for AWS Malaysia invoices is Malaysian ringgit (MYR). No other payment currency may be used or selected for any account based in Malaysia after the AWS Malaysia launch. 48. Will debit card work as a payment method for AWS Malaysia?
Debit card customers using a Visa or MasterCard cobranded card can pay using the credit card functionality. Debit card functionality requiring a PIN number of other forms of Multi-Factor Authentication (MFA) will not be supported for AWS Malaysia. Some credit/debit cards issued by Malaysia banks require MFA that will result in unsuccessful charge attempts. If card charges are unexpectedly denied, customers should check with their card issuing bank.

49. If a customer has a payer account outside Malaysia with a linked account inside Malaysia, will they receive an invoice from AWS Malaysia?
Yes. All linked accounts within Malaysia will be on a single invoice sent to the payer account from AWS Malaysia.

50. Will linked accounts outside Malaysia have a separate invoice?
Yes. Linked accounts located outside the new SOR will have invoices issued from their respective pre-existing SOR jurisdictions. For example, if the payer account is in Malaysia but has linked accounts in Japan and the United States the payer account in Malaysia will receive up to three invoices (AWS Japan, AWS Inc., and AWS Malaysia).

51. What are the preferred currency options for AWS Inc. invoices after AWS Malaysia launches and can local currency be used?
If a payment currency preference was selected in the Accounts page before the AWS Malaysia launch, this will continue to be used for invoices from AWS, Inc. If no currency preference was selected, US dollars (USD) will be used as the default payment currency for invoices from AWS, Inc. No payment currency preference may be set for any account based in Malaysia after the AWS Malaysia launch.

52. Where can the payment remittance details be found?
For pay-by-invoice customers, bank transfer details can be found after the summary section of the standard issue invoice and the enterprise customer request for payment.

53. How does AWS price its services?
AWS prices its services in US dollars (USD) and converts to the invoice currency based on foreign exchange (FX) rates determined when the invoice is generated.

54. How are foreign exchange (FX) currency conversion rates determined for the pricing (USD) to invoice currency?
As stated in the AWS Service Terms, AWS Malaysia uses the exchange rate from a third-party financial market rate provider determined at the time the invoice is generated. The actual rate provider selected by AWS for each invoice cycle is not published.

55. Where is the price to invoice currency exchange rate found?
AWS invoices display the USD amount, the local currency amount, and the foreign exchange rate used for the conversion. This information is in the invoice summary section on the first page of the invoice. Customers can find their invoices in their AWS accounts.

56. Can AWS notify customers about the FX rate change in advance?
No. FX rates are based on information provided by a third-party rate provider on the day that the invoice is generated. AWS cannot predict and communicate in advance the changes in non-USD invoice amounts due to currency fluctuations.

57. If customers request it, can AWS customize the FX rate calculation?
No. AWS uses the same FX rate calculation for all customers paying in Malaysia ringgit (MYR), based on information from a third-party rate provider. We cannot customize the FX rates for customers.

58. Does AWS offer any discounts on FX rates?
No. AWS does not use FX rates as a discounting mechanism. For discounting related inquiries, customers can contact their AWS Sales representative.

59. How will credits be applied by AWS Malaysia?
Any promotional credits or discounts will be applied against the charges in US dollars (USD) before tax application and conversion to the invoice currency, Malaysian ringgit (MYR).

60. Will AWS Malaysia accept payment in USD?
No. AWS Malaysia will only accept payment in Malaysia ringgit (MYR).

Consolidated Billing

61. Who will be billed by AWS Malaysia after launch?
Payer account owners can review the tax address and AWS seller of record associated with each account by visiting the Tax Settings page in the AWS Billing Dashboard. If you are the owner of a payer account for an AWS Organization, you can edit the tax settings for all member (linked) accounts based. The far-right column will show each account’s seller entity (for example, AWS Inc., AWS EMEA SARL, or AWS Malaysia). If ALL accounts in your AWS Organization share the same tax registration information, consider turning on tax settings inheritance to make sure that this information is applied even when accounts join or leave your AWS Organization. 62. How can customers prepare for the AWS Malaysia launch?
AWS will determine the appropriate local seller of record (for example, AWS Malaysia or AWS Inc.) for each individual account based on the account location. If linked accounts are being served by different sellers, separate invoices will be issued from the applicable seller to the payer account. Therefore, a Malaysia payer account that has linked accounts inside and outside Malaysia will receive at least two invoices. One invoice is from AWS Malaysia for accounts located in Malaysia and one invoice is from a seller of record (SOR) outside Malaysia (for example, AWS Japan or AWS Inc.). Payer accounts located outside Malaysia with linked accounts inside Malaysia will receive an invoice from AWS Malaysia in addition to other invoices they receive from other SORs.

Each SOR will have its own remittance instructions on the invoice or request for payment it issues. Payment must be remitted in the currency displayed on the invoice to the applicable seller. Invoices issued by AWS Malaysia will be available in Malaysian ringgit (MYR) only. Customers who have payer accounts located outside Malaysia will be able to select a preferred currency on the My Account page in the AWS Billing Dashboard.

63. Will access to AWS services change when a customer moves to AWS Malaysia? Will there be any service down time?

AWS Malaysia invoices and collects Service Tax from business (B2B) and non-business (B2C) customers for all services that it sells. Service Tax collected from customers will be paid to the Royal Malaysian Customs Department (RMCD). AWS Malaysia will invoice services using one of the following Service Type Code categories; 9907101676 "IT Services," 9907061674 "Consultancy,” 990707168 “Training or coaching,” and 9907121690 “Digital services & Electronic medium.” Some B2B customers who are resellers of AWS services will be exempt from paying Service Tax. Customers who have a Service Type Code attached to their Sales and Service Tax (SST) registration information at the RMCD SST registration portal that matches with a Service Type Code used by AWS Malaysia will not be charged tax. 66. What tax registration numbers (TRNs) and formats does AWS Malaysia accept?
For customers (regular and payer accounts) located in Malaysia, the Tax Settings page should only be used by business customers who purchase AWS services for resale to end customers. Customer information submitted on the Tax Settings page will be validated against the Sales and Service Tax (SST) registration information at the RMCD SST registration portal. The Tax Settings page records the SST number, legal name, legal address, selected Service Tax Codes, and a customer declaration. SST numbers will be validated so that they are in the format of X1-1111-11111111 or X11-1111-11111111 or X1X-1111-11111111 (1 representing digits from 0-9 and X representing a letter from A-Z). Customers do not need to enter hyphens (-) because these positions are standardized in the RMCD issued SST number.

67. I am a B2B customer and my company's tax registration number (TRN) is on our AWS accounts. Why are we being charged Service Tax rather than using reverse charge and self-assessing VAT?
AWS Malaysia is required to charge Service Tax to all Malaysian B2C and B2B accounts except those B2B customers who resell AWS services. B2B customers who have a Service Type Code attached to their Sales and Service Tax (SST) registration information at the RMCD SST registration portal that matches with a Service Type Code used by AWS Malaysia will not be charged tax.

68. How is tax calculated if the tax, account, or billing address is changed mid-month?
AWS uses the latest billing information that you provided us to calculate applicable taxes at the time an invoice is generated. One-time purchases like Reserved Instances, Domain Names, or Savings Plans will be invoiced at the time of purchase. Your regular monthly usage of other services will be invoiced around the third day of the month following usage based on your tax address reflected at that point.

69. I receive special status or relief from paying Service Tax. How do I check that I am not charged Service Tax?
Validated B2B of AWS services resellers located in Malaysia will no longer need to pay Service Tax (at the prevailing rate) on qualifying purchases of AWS services. Reseller onboarding includes customer direction to the AWS Tax Settings page to fill out SST information (SST number, name, address, all applicable Service Type Codes). 72. Will AWS collect Service Tax from customers?

Partner/Reseller

77. How are resellers of AWS services (Solution Provider Partner or Amazon Partner Network) impacted by AWS Malaysia?
Validated business to business (B2B) resellers of AWS services located in Malaysia will not need to pay Service Tax (at the prevailing rate) on qualifying purchases of AWS services. 79. How does a reseller of AWS services get validated for tax exemption?
Resellers must go to the AWS Tax Settings page to fill out Sales and Service Tax (SST) information (SST number, name, address, all applicable Service Type Codes). Reseller information submitted on the Tax Settings page will be validated against the SST registration information at the RMCD SST registration portal within four business days. While the tax profile is pending verification, all transactions will be taxable if an invoice is issued during this period. The information provided by the reseller on the Tax Settings page must match the information contained at the RMCD portal exactly, including all associated Service Type Codes. Any mismatch of information will lead to a rejected validation. AWS Malaysia will charge Service Tax on rejected cases.

80. What are the Service Type Code categories used by AWS Malaysia?
All services invoiced by AWS Malaysia will be placed in one of the following Royal Malaysia Customs Department (RMCD) Service Type Code categories; 9907101676 "IT Services," 9907061674 "Consultancy,” 990707168 “Training or coaching,” and 9907121690 “Digital services & Electronic medium.” AWS Cloud and AWS Marketplace products are in the IT Services and Digital services & Electronic Medium codes. AWS broadly classifies its cloud products as “IT services.” Products that involve ingestion, processing, or delivery through an electronic medium (including but not limited to database offerings) as “Digital services & Electronic medium.” AWS Malaysia reserves the right to add or modify Service Type Code categories against its SST registration as needed.

81. What purchases by validated resellers of AWS services qualify for tax exemption?
Resellers must go to the AWS Tax Settings page to fill out their Sales and Service Tax (SST) information, including all Royal Malaysia Customs Department (RMCD) Service Type Codes associated with their tax registration as contained at the RMCD SST registration portal. Every product sold by AWS Malaysia will be mapped to one of four RMCD Service Type Codes. Purchases that qualify for tax exemption are those where the AWS product Service Type Code matches any validated reseller Service Type Code.

82. What happens if a validated reseller of AWS services also purchases services that are not sold to end customers?
Validated B2B resellers may purchase services from AWS that are not sold to an end customer. In this case, taxable and exempt transactions will be contained on the same invoice. Resellers must go to the AWS Tax Settings page to fill out their Sales and Service Tax (SST) information, including all Royal Malaysia Customs Department (RMCD) Service Type Codes associated with their tax registration as contained at the RMCD SST registration portal. Every product sold by AWS Malaysia will be mapped to a Service Type Code. Taxable transactions occur for validated B2B resellers when some products on the invoice do NOT have a Service Type Code matching any reseller Service Type Code.

83. How are validated reseller tax exempt services identified on an invoice from AWS Malaysia?
Taxable and exempt transactions will be contained on the same invoice. Validated B2B exempt customers will be issued an invoice that contains the customer SST number and the total amount of exempted tax. The exempted tax is on the first page and is labelled by “Total Exempted MY SST Amount at X%”. The first page of the invoice also includes a summary section that contains total tax due next to a "Total MY SST Amount at X%" label. Subsequent detail pages of the invoice contain charges per product with the associated "MY SST" or "MY STT Exempted" tax amounts listed against each product.

84. Can validated resellers of AWS services have taxable and exempt transactions on the same invoice?
Yes, if the reseller does not have all Service Type Codes registered with RMCD for all services purchased from AWS for resale to the end customer, validated B2B resellers may have taxable and exempt transactions on the same invoice. The validated B2B reseller invoice will contain the total amount of tax due and exempted tax displayed on the first page.

85. What if a validated reseller of AWS services does not have all Service Type Codes registered with RMCD for all services they resell to an end customer?
Validated B2B resellers may have taxable and exempt transactions on the same invoice if they do not have all service tax codes registered with Royal Malaysia Customs Department (RMCD) for all services purchased from AWS for resale to an end customer. Taxable transactions occur for validated B2B resellers when some products on the invoice do not have a Service Type Code matching any reseller Service Type Code. Resellers must go to the AWS Tax Settings page to fill out their Sales and Service Tax (SST) information , including all RMCD Service Type Codes and categories associated with their tax registration contained at the RMCD SST registration portal. Resellers of AWS services should consider registering with RMCD all applicable Service Type Codes and categories used by AWS Malaysia to claim the B2B tax exemption.

86. What happens when Sales and Service Tax (SST) is saved on the Tax Settings page?
Resellers must go to the AWS Tax Settings page to fill out Sales and Service Tax (SST) information (SST number, name, address, all applicable Service Type Codes). Upon saving entered or edited Tax Settings page information, the account tax profile is placed in "pending" status until it can be verified, usually within 48 hours. An email will be sent confirming the tax profile is pending verification. All purchases will be taxed on invoices issued while the tax profile is pending verification. Reseller information submitted on the Tax Settings page will be validated against their SST registration information on the RMCD SST registration portal. After review, an email will be sent confirming if the Tax Settings information is "accepted" or "not accepted." If the tax information is accepted, the tax profile for the associated account is placed in "verified" status and eligible for tax exemption on qualifying transactions.

87. What happens if Sales and Service Tax (SST) on the Tax Settings page is not validated?
Reseller information submitted on the Tax Settings page (SST number, name, address, all applicable Service Type Codes) will be validated against the SST registration information at the RMCD SST registration portal. The information provided by the reseller on the Tax Settings page must match the information contained at the RMCD portal exactly, including all associated Service Type Codes. Any mismatch of information will lead to a rejected validation. After review, an email will be sent confirming if the Tax Settings information is "accepted" or "not accepted." If the tax information is not accepted, the tax profile for the associated account is removed from "pending" status and all purchases remain taxable. Some common reasons for a rejected validation include:
- The SST number, name, or address provided on the AWS Tax Settings do not exactly match the reseller information at the RMCD SST registration portal. Resellers should resubmit information on the AWS Tax Settings page using the exact information registered with RMCD.
- Not all the Service Type Codes selected on the AWS Tax Settings page are registered by the reseller on the RMCD SST registration portal. Resellers should make sure they have registered with RMCD all applicable Service Type Codes and categories they intend to select on the AWS Tax Settings page. Resubmit information on the AWS Tax Settings page, selecting only those Service Type Codes and categories registered with RMCD.

90. How does the AWS Malaysia launch impact a partner funding request?
After launch, AWS Malaysia will be the contracting party for all funding requests made by partners located in Malaysia. The remittance address entered by the partner on the funding request will determine the partner location and AWS contracting party. After launch, partners located in Malaysia will need to register at Amazon Payee Central before they can submit a new funding request. The AWS contracting party will raise the purchase order (PO) and partners will submit their invoice according to the PO details. For partners with a remittance address outside Malaysia, AWS Malaysia will not be the contracting party.

91. How does the AWS Malaysia launch affect funding requests submitted before launch but have not been funded yet?
Any funding request submitted before AWS Malaysia launch will be paid by the original contracting party that issued the associated purchase order (PO).
