AWS Cloud Formation Template for Clustering and BYOL not working

I wanted to show our users the benefit of leveraging a cluster for JasperReports Servers. However when I run the template the servers it fires up with jasper installed never come online and in service.

I have done a fair bit with Jasppersoft and don't have Cloudformation issues. Happy to assist if needed still. Once the instance starts, I usually do a shutdown and start to make sure all services are running and there are no re-boot issues for any servers I spin up off Marketplace.
