Launch a compatible arm instance, ssh in as ec2-user@instance (aws virtual serial console is also available), use traditional su to change users, pre-built packages can be obtained by installing pkgin: pkg_add https://cdn.netbsd.org/pub/pkgsrc/packages/NetBSD/aarch64/9.2/All/pkgin-20.12.1nb1.tgz pkgin up pkgin in git-base, create new users with useradd
