I recommend using the iOS app and configuring a CloudWatch event to notify you when the Instance boots. This can also be used to trigger Lambda to update a Route53 A-record with the new IP address.

Once the server has booted up, you can configure AWS S3 storage. This may help reduce storage costs. If cost is not a limiting issue, try and setup OwnCloud using a Cloudformation template (you can Google search and find one), so you can have a Multi-AZ deployment with a load balancer and EFS.
