One unit is one running EC2 instance of the type you pick, billed per hour. The rate covers the software image on that single instance. Each instance you launch is metered separately. Larger instance types carry higher hourly software rates because they provide more CPU, memory, or hardware capacity.
The software rate meters running instance-hours only. A fully stopped instance does not accrue software charges. You may still pay separate AWS fees for storage attached to a stopped instance, but that is billed by AWS, not by the software licence.
The hourly software rate follows the instance type you select. Moving to a type with more CPU or memory raises the rate; moving to a smaller type lowers it. The change takes effect on the new instance you launch. You are not locked to one type across the account.
