The Department of the Navy adds AWS Marketplace to its Enterprise Software Licensing program

The Department of the Navy (DoN) modified its blanket purchase agreement (BPA) with Amazon Web Services (AWS) to provide U.S. Navy and Marine Corps Organizations streamlined access to AWS Partners solutions available in AWS Marketplace. AWS Marketplace provides Navy and Marine Corps Organization access to commercial software and services from more than 4,000 trusted providers – accelerating procurement and modernization, improving controls and visibility, and optimizing IT spend.

Now more than ever, our customers require organizational agility to move fast with governance that AWS Marketplace provides,” said Matt Yanchyshyn, general manager of AWS Marketplace. “This first-in-kind, three-party framework contract with AWS, the Navy and our partners is critical to ensure our Department of Navy commands have access to the best technology available to build, manage, and secure cloud applications that support their missions.”

The Navy awarded the BPA under its Enterprise Software Licensing (DoN ESL) program. This contract modification provides Navy commands a streamlined path to obtain third-party consumption-based licensing and services from AWS Marketplace that further enhance the DoN’s cloud transformation and accelerate the deployment of cloud across the DoN.

Implementing the required controls for AWS Marketplace under the Navy BPA

Navy commands can now use AWS Marketplace from their AWS account IDs, by following the procedures in the DoN ESL Ordering Guide for AWS. The Navy’s ordering guide includes the necessary AWS Identity and Access Management (IAM) compliance guardrails to ensure DoN’s use of AWS Marketplace is consistent with government acquisition regulations and policies. AWS account holders under the Navy BPA must first establish the required centralized purchasing controls for their organization’s contracting officer prior to getting started with AWS Marketplace.

Subscriptions under the Navy BPA will all use Seller or Channel Partner Private Offers (CPPO) to ensure the Navy benefits from compliant licensing terms and pricing. Consumption based software utilization will leverage managed entitlements for AWS Marketplace. Managed entitlements provide Navy and Marine Corps Organizations built-in controls that allow only approved users and workloads to consume licenses purchased by Navy and Marine Corps contracting officers.

The advantages of AWS Marketplace

AWS Marketplace provides customers several key benefits, including:

  • Increased licensing flexibility.Using AWS Marketplace leads to an increase in licensing flexibility, which can result in a 10 percent reduction in licensing costs.
  • Streamlined procurement practices. The time spent in searching for and selecting vendors is reduced by as much as 66 percent, and the time spent performing invoicing tasks is reduced by up to 50 percent.
  • Improved vendor onboarding. Companies improve their vendor onboarding processes, reducing the effort required to onboard a new vendor by as much as 75 percent.
