Restriction on credit and debit card purchases for AISPL customers using AWS Marketplace

This post is relevant to all AWS Marketplace customers with Amazon Internet Services Private Limited (AISPL) accounts that use credit or debit cards for payment. AISPL is a local legal Indian entity that acts as a seller for AWS services in India. If you are an AWS Marketplace customer based in India but not registered with AISPL, this post does not apply to you. If you are not sure if you are registered with AISPL, read this documentation to determine which company your account is with.

AWS Marketplace can no longer support payments using credit or debit cards stored on file. The Reserve Bank of India (RBI) has issued a notice regarding regulation of payment aggregators, which restricts the storage of card data. If you are currently using credit or debit card as your default payment instrument, your ability to use AWS Marketplace products will be restricted. However, you can switch your default payment instrument to Pay By Invoice to avoid disruption or restore your original experience.

What the restrictions mean for AISPL customers using products with contract and PAYG pricing models

AISPL customers using products on a contract pricing model can no longer use cards as default payment instrument

Beginning March 23, 2022, AWS Marketplace will no longer support AISPL customers using credit or debit cards to pay for purchases of products with the contract pricing model. This means you will no longer be able to purchase any new contract product types. Any contract products you currently have will no longer be automatically renewed. Additionally, for contracts using Flexible Payment Scheduler (FPS) or Contracts with Consumption Pricing (CCP), any subsequent planned payments for your existing products will fail. This will affect your ability to use those products on an ongoing basis until you change your default payment instrument.

Contract pricing is where you are charged upfront, prior to usage of the product. Such products include those with fixed duration (including monthly contracts), annual (one-time) or multi-year pricing, CCP, and where payments are made using FPS.

AISPL customers using products on a pay-as-you-go pricing model must enter card details manually for each payment

Beginning March 23, 2022, for pay-as-you-go (PAYG) products, AISPL customers must manually input credit or debit card details in the AWS Billing Console for each payment.

The PAYG pricing model is where you are charged after usage of the product. Such products include those with hourly and monthly pricing. They also include pricing based on custom dimensions, such as number of accounts, or volume of data transferred.

AISPL customers using Free or BYOL products will not be affected

For Free, Free-Trial, or bring your own license (BYOL) products, there will be no change to your experience, regardless of your default payment instrument.

These restrictions apply across all products types in AWS Marketplace, such as Software-as-a-Service (SaaS), Container, Amazon Machine Image (AMI) or Server, Machine Learning (ML), Amazon Data Exchange, and Professional Services/AWS IQ.

AISPL customer using pay by invoice as default payment instrument are not affected

These changes only impact those AISPL customers in India whose default payment instrument is either a credit card or a debit card. If your default payment instrument is pay by invoice, no change is required.

How to determine your default payment instrument

To check your default payment instrument, follow these steps:

  1. Log into your profile on the AWS Management Console.
  2. At the top right, choose your profile.
  3. From the drop-down menu, choose, Billing Dashboard.
  4. On the left pane under Preferences, select Payment Methods.
  5. On the Payment Methods page, look at the payment method under Default Payment Preference.
  6. Alternatively, if you are logged in to the AWS Management Console, you can follow this link directly to the Default Payment Preference page.

How to determine if planned or existing purchases are contract or PAYG types

For future purchases, the pricing model for the product is indicated on the product’s listing page on the AWS Marketplace website or in the AWS Marketplace Console. For Private Offers, the pricing type is available in the offer you receive from the seller of the product.

For existing purchases, check the pricing for any product you are currently using by following these steps:

  1. Log into your profile on the AWS Management Console.
  2. At the top, find the search bar and enter Marketplace.
  3. From the drop-down menu, choose AWS Marketplace Subscriptions.
  4. Choose Manage Subscription.
  5. On the Manage Subscriptions page, you can view all your existing subscriptions. Select the relevant product and choose Manage.
  6. Choose Actions and then View Terms.

How to ensure continuity of service

To minimize disruption to existing processes, I encourage you to change your default payment instrument to Pay by Invoice. To do so, you must raise a ticket with AWS Customer Service to change your default payment instrument. Only the root user of your Payer account can change the default payment instrument. If you’re not the root user, ask your organization’s AWS administrator to find out who the root user is and request them to initiate the process to change the default payment instrument.

To raise a customer service ticket to change your default payment instrument, follow these steps:

  1. In the AWS Management Console, log into your profile as Root User for your Payer account.
  2. In the upper right, choose ?. In the drop-down menu, choose Support Center. Alternatively, follow this link to the Support Center.
  3. Choose Create Case.
  4. Choose Account and Billing Support.
  5. In the case details screen, provide the following inputs:
    • Type: Billing
    • Category: Update Billing Details
    • Subject: AISPL Customer Requesting to Switch Default Payment Instrument to Pay By Invoice
    • Description: I would like to switch my account to invoicing to procure on AWS Marketplace.
    • Also provide the following details in description:
      • Company Name:
      • Contact Name for Invoice:
      • Contact Phone for Invoice:
      • Contact Email for Invoice:
      • Address:
      • City:
      • State:
      • Zip:
      • Country:
      • PO Box:
  6. Submit the ticket.

Summary

The following steps summarize the actions you must take in sequence to ensure continuity of service.

Step #1:

  • Action: Determine if you are an AISPL customer by following these steps.
  • Decision: If you are an AISPL customer, continue to Step 2. If you are not, you can stop here.

Step #2:

  • Action: Determine what your default payment instrument is by following the steps outlined under How to determine your default payment instrument.
  • Decision: If your default payment instrument is credit or debit card, continue to step 3. If is something else, you can stop here.

Step #3:

  • Action: Determine whether you have contract or PAYG product subscriptions by following the steps listed under How to determine if planned or existing purchases are contract or PAYG types.
  • Decision: If you have only contract products, continue to step 4. If you have only PAYG products, step 4 is optional for you. If you have both, continue to step 4.

Step #4:

  • Action: Cut AWS Customer Service a ticket to switch your payment instrument to Pay By Invoice by following the steps under How to ensure continuity of service.
  • Decision: No additional steps required. AWS Customer Service will revert to you with next steps.
